
TEMPO.CO, Jakarta - President Prabowo Subianto has included the dissemination of Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) culture as a form of non-military threat under the Presidential Regulation No. 111 of 2025 concerning the 2025-2029 General Policy for National Defense. Prabowo signed the regulation in Jakarta on October 24, 2025.
The classification of LGBTQ cultural dissemination as a non-military threat is outlined in the appendix of the regulation under the section "2. Factors Affecting the General Policy on National Defense," specifically in the "Threat Analysis" section.
Threats to national defense are categorized into three types: military threats, non-military threats, and hybrid threats.
"Non-military threats in the form of unarmed efforts or activities that endanger and threaten the state's sovereignty, territorial integrity, and the safety of the entire nation," the regulation reads.
Under the law, threats to national defense emerge in various dimensions, including ideology, politics, economy, social and cultural aspects, technology, public safety, and legislation.
Non-military threats listed in this category include the dissemination of forbidden ideologies; the erosion of the value of nationalism; the spread of atheism, separatism, terrorism, radicalism; information warfare, economic crises; online gambling; illegal online loans; illegal trafficking; piracy; natural resource theft; and the distribution and abuse of illegal drugs.
"And the dissemination of Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) culture," the regulation reads.
Other non-military threats listed are natural disasters, vulnerabilities in nuclear, biological, chemical, and radioactive installations, cyber-attacks, attacks on vital national objects, the impact of global warming, and disease outbreaks.
The Presidential Regulation No. 111 of 2025 was drafted as the implementing regulation for Article 13 paragraph (2) of Law No. 3 of 2002 on state defense. "The 2025-2029 General Policy for National Defense serves as a guide for managing the National Defense System," as stated in Article 2 paragraph (1) of Presidential Regulation 111/2025.
Then, the subsequent paragraph in the same article mentions that this policy serves as a reference for the planning, implementation, and supervision of the National Defense System.
Meanwhile, Article 3 paragraph (1) explains that the general state defense policy contains general provisions; factors affecting the general policy for national defense; the key points of the general policy for national defense; policy solutions and risk statements; and conclusion.
"The 2025-2029 General Policy for National Defense as referred to in paragraph (1) is listed in the appendix, which is an integral part of this Presidential Regulation," states Article 3 paragraph (3) of Presidential Regulation 111/2025.
