Indonesia Acquires Hotel in Mecca for Hajj Village Development

TEMPO.CO, Jakarta - The Indonesian government has acquired a hotel in Mecca, Saudi Arabia, to develop the Indonesian Hajj village. This move came after the Saudi government passed a law allowing land ownership for foreign entities. 

CEO of Indonesia's sovereign wealth fund Danantara, Rosan Perkasa Roeslani, mentioned that the property is one of the two locations to establish the Indonesian Hajj village.

"We have purchased a hotel there, in the Thakher area," Rosan said after meeting with President Prabowo Subianto at the Presidential Palace, Jakarta, on December 17, 2025.

The hotel, named Novotel Thakher Makkah, has 1,461 rooms and three towers. In addition to the hotel, Rosan said the Indonesian government has also purchased about 4 hectares of land in front of it, making the total land purchase about 5 hectares. "To build approximately 13 towers and one mall for our Hajj and Umrah pilgrims," Rosan said.

Indonesia spent about US$500 million to buy the property and land, while the project is expected to spend US$700-800 million in construction.

Located about 2,5 kilometers away from Masjid al-Haram, the Saudi government is constructing a bridge between the two. The Al-Hujun bridge is expected to be completed in 2026.

According to Rosan, the hotel is closer compared to the previous accommodation for Indonesian Hajj pilgrims, which the Ministry of Hajj and Umrah said was about 4.5 to 6 kilometers away.

"Out of the 1,460 rooms that we have bought and are already built, consisting of three towers, we can accommodate 4,383 Indonesian Hajj pilgrims," Rosan said. "With the construction of the 13 towers, the total number of rooms can reach 6,025."

With 6,025 rooms, the hotel complex can accommodate 23,000 Hajj pilgrims.

About 90 parties are participating in the Saudi government auction for eight plots of land.

Indonesia is eyeing to purchase plot 6 in western Al Hindawiya. "The distance is similar, about 2,5 kilometers from Masjid al-Haram," Rosan said.

Rosan mentioned that out of the 90 auction participants, Indonesia is among the top two, with the other a Saudi Arabian company. The prices are set, the Danantara boss said, adding that only the design planning and legal compliance are pending.

"We are among the top two, thank God, and the announcement will probably be made at the end of this month or in January," Rosan said.
