TEMPO.CO, Jakarta - Indonesia’s House of Representatives Commission IV has approved an additional Rp2 trillion, equivalent to US$120 million, for the Ministry of Maritime Affairs and Fisheries (KKP) to fund a Spanish loan for the Maritime and Fisheries Integrated Surveillance System (MFISS) project.
“The Commission IV DPR has approved the additional budget for the Ministry of Maritime Affairs and Fisheries for 2025, sourced from a foreign loan from Spain,” said Commission IV Chair Siti Hediyati Hariyadi (Titiek Soeharto) on Wednesday, November 5, 2025, during a meeting to present the committee’s conclusions.
The MFISS project aims to combat illegal, unreported, and unregulated (IUU) fishing. Minister Sakti Wahyu Trenggono explained that between 2020 and 2025, Indonesia captured 1,149 illegal vessels and dismantled 104 illicit fishing networks, with potential losses during this period totaling Rp16 trillion (US$960 million).
Trenggono noted that Indonesia currently operates 34 surveillance vessels, with an average age of 15 years, but ideally needs 70 vessels to cover its six fishing zones effectively.
The Spanish loan will be used to construct approximately 10 new vessels, including four 70-meter ships in Spain and six 60-meter ships domestically, over a three-year period, targeting completion by 2028.
Beyond the vessels, the MFISS project will also upgrade surveillance systems, including maritime intelligence networks, secure data infrastructure, regional monitoring centers, drone capabilities, and an intelligence-based fishing monitoring center.
The total project investment is Rp 5.828 trillion (US$350 million), with Spain providing a 30-year repayment period.
According to Trenggono, the MFISS initiative will enhance maritime surveillance, strengthen law enforcement against illegal fishing using digital evidence, and protect both fishermen and national fishing territories.
The project is also expected to increase non-tax state revenue from improved compliance in the marine and fisheries sector.
He emphasized that the project will be carried out transparently and accountably, and the ministry is coordinating with the Ministry of Finance and Bappenas to ensure the loan withdrawal mechanism is executed efficiently in line with the signed agreement.
