
TEMPO.CO, Jakarta - For the first time in 50 years, the International Labour Organization (ILO) has agreed to upgrade Palestine's status from a "national liberation movement" to that of an "observer non-member state."
The decision was reached by consensus during the 113th General Session of the International Labour Conference in Geneva. According to Anadolu, the final resolution is expected to be formally adopted during the plenary session on Thursday.
This upgrade aligns the ILO’s recognition of Palestine with that of other UN agencies such as UNESCO and the World Health Organization (WHO), in accordance with the UN General Assembly Resolution ES-10/23 passed in May 2024.
As a result, Palestine will now be able to participate more fully in ILO activities. These expanded rights include delivering statements on all agenda items, submitting proposals, and engaging in meetings with tripartite delegations. Beginning in 2026, Palestine will also be able to nominate representatives to the Conference Bureau.
Palestinian Ambassador to the UN in Geneva, Ibrahim Khraishi, welcomed the development, describing it as a "clear and unambiguous response to the Israeli Knesset's rejection of the Palestinian state."
"Some continue to reject fairness and persist in applying double standards, undermining the very principles of international legitimacy and justice," Khraishi said.
He also criticized Hungary for being the only country to oppose the resolution. "We are surprised by Hungary's stance, especially considering the country recognized the State of Palestine in 1988," he noted.
The resolution received strong backing from the Arab Group, the Organization of Islamic Cooperation (OIC), and several countries, including France, China, Spain, and Switzerland. Both the Employers' Group and the Workers' Group also supported the decision, citing humanitarian concerns and consistency with ILO principles.
"This step is not merely symbolic," Khraishi said, but "an integral part of the Palestinian people’s legitimate national and political struggle for justice, sovereignty, and self-determination."
