Energy Ministry Confirms Private Gas Stations Agree to Fuel Purchase Talks with Pertamina

TEMPO.CO, Jakarta - Indonesia's Ministry of Energy and Mineral Resources revealed that all private gas station operators have agreed to negotiate with Pertamina regarding the purchase of oil.

"Everyone is negotiating now. Previously, some hadn't, but now they have also negotiated," said Director General of Oil and Gas at the Ministry of Energy, Laode Sulaeman, when met after the Mining and Energy Anniversary Ceremony held at the National Monument, Jakarta, on Friday, October 24, 2025.

Based on previous information, three companies have been negotiating with Pertamina, namely PT Vivo Energy Indonesia (Vivo) and PT Aneka Petroindo Raya (APR)-AKR Corporindo Tbk (BP gas station operator).

On the other hand, in the second week of October, Exxon and Shell were reported to be unable to continue the negotiations because Shell needed to coordinate with its head office, while Exxon would discuss the November needs, as they still have adequate stock.

"So, previously, some had not negotiated, but now everyone has negotiated. However, the final result, we have to wait until the fuel is available at their respective gas stations," said Laode.

Of the total companies negotiating with Pertamina, Laode stated that three companies have agreed to purchase fuel. However, he could not disclose the names of the companies until their fuel is available at their respective gas stations.

The most important point renewed in the ongoing negotiations is the checking of fuel quality at the initial delivery point or loading port.

"That (checking at the loading port) became a crucial point in the latest negotiations, which have been agreed upon now," said Laode.

As of October 15, Vivo gas stations also experienced a fuel shortage, following Shell and BP gas stations, which had experienced a fuel shortage since mid-August.

In order to address the fuel shortage issue at private gas stations, the government suggested that private gas station operators collaborate with Pertamina.

Pj Corporate Secretary of Pertamina Patra Niaga, Roberth MV Dumatubun, stated that PT Vivo Energy Indonesia (Vivo) and PT Aneka Petroindo Raya (APR)-AKR Corporindo Tbk (BP gas station operator) agreed to follow up on the technical discussions regarding the import of oil.

After obtaining agreement from private enterprises regarding the procurement winner, the commercial and joint inspection aspects will be discussed.

Roberth emphasized that the process is carried out with the agreement of the three private enterprises, as the cargo delivery is part of the same procurement and not separated.
