Reform Commission Floats Police Omnibus Law Plan to Address Shortcomings

TEMPO.CO, Jakarta - The Police Reform Commission has proposed an omnibus law covering the revised National Police Law, government regulations, and other regulations related to police affairs. Commission head Jimly Asshiddiqie said the idea is being floated due to the abundant cross-institutional police-related regulations.

"We have agreed earlier to use the omnibus method to draft the law and government regulation," said Jimly at the Police Reform Commission Office, South Jakarta, on Thursday, December 18, 2025.

According to Jimly, one of the legal packages that could be discussed in the omnibus law is a derivative government regulation from the State Civil Apparatus Law (ASN Law). The instrument would govern active police roles outside the police institution.

"This could be a solution to improve the system of inharmonious regulations," he said, referring to police-related laws.

According to Jimly, the Coordinating Ministry for Law, Human Rights, Immigration, and Corrections will be proposed as the coordinator for the drafting of the police omnibus law. Later, the draft will be submitted to President Prabowo Subianto at the end of the commission's term.

The Police Reform Commission also discussed Police Regulation No. 10 of 2025, which regulates active police roles in 17 ministries and agencies. The commission proposed to solidify the cross-institutional laws into a higher-level regulation.

Previously, this regulation was deemed contradictory with the Constitutional Court Decision Number 114/PUU-XXIII/2025, which bans active police officers from holding civilian positions. According to Jimly, the National Police Headquarters will clarify its stance on the matter.
