TEMPO.CO, Jakarta - The Executive Director of Indonesia Political Opinion (IPO), Dedi Kurnia Syah, announced the results of a survey evaluating ministers with the best performance during the first year of President Prabowo Subianto’s administration.
The findings were published in a report titled “Evaluation and Public Notes” on October 21, 2025.
According to Dedi, Finance Minister Purbaya Yudhi Sadewa ranked first among ministers and minister-level officials, earning 17.5 percent of public approval.
“This perception indicates that his actions and public communication have strengthened optimism and confidence in his ability as a minister,” Dedi said in a written statement on Tuesday, October 21.
Following Purbaya, the survey listed State Secretary Teddy Indra Wijaya (15.1 percent), Foreign Minister Sugiono (11.8 percent), and Coordinating Minister for Food Affairs Zulkifli Hasan (9.8 percent) among the top performers.
Other ministers who received positive ratings include Youth and Sports Minister Erick Thohir (7.4 percent), Agriculture Minister Andi Amran Sulaiman (6.5 percent), Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (5.8 percent), and Religious Affairs Minister Nasaruddin Umar (5.7 percent).
Additional figures mentioned were Coordinating Minister for the Economy Airlangga Hartarto (5 percent), Investment Minister Rosan Roeslani (4.1 percent), Village and Underdeveloped Regions Minister Yandri Susanto (4 percent), Basic and Middle Education Minister Abdul Mu'ti (3.8 percent), Home Affairs Minister Tito Karnavian (2.5 percent), Coordinating Minister for Legal, Human Rights, Immigration, and Correctional Affairs Yusril Ihza Mahendra (1.8 percent), and Industry Minister Agus Gumiwang (1.2 percent).
Meanwhile, 2.2 percent of respondents either did not know, declined to answer, or withheld their opinions.
In the coordinating ministers’ category, Zulkifli Hasan emerged as the best-performing minister with 12.2 percent public support, surpassing Agus Harimurti Yudhoyono (9.1 percent) and Airlangga Hartarto (6.4 percent).
Regarding job suitability, 67.5 percent of respondents viewed Zulkifli Hasan as the most appropriate figure to hold the food coordinating minister position.
The IPO survey also highlighted that maintaining affordable staple food prices remains the top public concern, cited by 26.1 percent of respondents. This was followed by the eradication of corruption and illegal levies (17.9 percent) and job creation (11.6 percent).
The national survey was conducted from October 9–17, 2025, involving 1,200 respondents across Indonesia. It used a stratified multistage random sampling (SMRS) method, with a 95 percent confidence level and a 2.9 percent margin of error.
The sampling process began with the selection of primary sampling units (PSUs) in various villages, followed by five randomly chosen neighborhood units (RTs) per village.
From each RT, two families were selected, and one respondent per family was interviewed.
Respondents were chosen through a random Kish grid method, maintaining a balanced gender ratio (50:50) and including only those aged 17 and above or married.
