TEMPO.CO, Jakarta - Director General of Air Transportation at the Transportation Ministry, Lukman F. Laisa, stated that several factors contribute to domestic flight delays, with weather being one of the main reasons.
According to data released by the Directorate General of Air Transportation, the cumulative on-time performance (OTP) for flights during the Eid al-Fitr 1446 Hijri transportation period from March 21 to April 11, 2025, was 83 percent. This figure is lower than international routes, which reached 91.88 percent.
"The high international on-time performance is influenced by better airport facilities abroad so that transit times can run faster," Lukman said during a meeting with Commission V of the Indonesian House of Representatives in Jakarta on Thursday, May 22, 2025, as reported by Antara.
Meanwhile, the overall OTP data for domestic flights from January to April 2025 was 78.7 percent, down from 79.73 percent during the same period last year. According to Lukman, several factors contribute to domestic flight delays, including operational issues, airline management, and weather conditions.
"However, the most dominant [cause of delays] is the weather," Lukman emphasized.
To address this, the Directorate General of Air Transportation has implemented several policies, including the delay management policy outlined in the Transportation Ministerial Regulation (Permenhub) Number 89 of 2015 concerning Handling Flight Delays. Additionally, Permenhub Number 2 of 2025, concerning the Implementation of Air Transportation, aims to increase airline organizational efficiency.
On the same occasion, Lion Air Group President Director Daniel Putut Kuncoro Adi acknowledged that weather frequently causes domestic flight delays. He also highlighted the distances between terminals at airports as another contributing factor to delays.
Daniel explained that online travel agents often offer flight tickets with transit involving different airlines. He provided an example: passengers flying from Medan to Jayapura might transit at Soekarno-Hatta Airport, where a Lion Air flight lands at Terminal 1A, while a connecting Garuda Indonesia flight departs from Terminal 3.
"Imagine Lion Air landing at Terminal 1A and Garuda departing from Terminal 3, how do you connect Terminal 1A to Terminal 3?" Daniel questioned.
He noted that although Soekarno-Hatta Airport has a Skytrain, the facility is not optimally functional because its location is outside the terminal. He stressed the importance of redesigning the Skytrain for better integration into the terminal, similar to other airports.
"If a large number of passengers choose these types of connecting flights, the contribution to delays will be even greater, so there must be a connectivity design to speed things up," Daniel concluded.
