TEMPO.CO, Jakarta - Citi Indonesia’s Chief Economist Helmi Arman projects Indonesia’s economy to grow around 5 percent in 2025, with momentum expected to dip in the third quarter before recovering toward the end of the year.
Helmi said export performance remains strong in the third quarter, but domestic consumption is showing signs of weakness amid declining consumer sentiment.
“Domestic consumption may be slightly weaker because consumer confidence has dropped since September,” Helmi said during the Citi Data Centre Day event at The Langham, Jakarta, on Monday, October 27, 2025.
According to Bank Indonesia’s Consumer Confidence Index (CCI), consumer optimism in September 2025 fell to 115, down from 117.2 in August.
Helmi expects economic growth to strengthen in the fourth quarter, supported by a rise in government spending and the rollout of fiscal stimulus programs.
He noted that the government has already injected several stimulus packages this year, and faster disbursement is expected to reduce idle funds and accelerate state expenditure.
Although Helmi did not provide detailed projections for the coming quarters, he estimated that third-quarter growth would slightly exceed 5 percent.
Data from the Central Statistics Agency (BPS) showed that the economy grew 4.87 percent in the first quarter and 5.12 percent in the second quarter of 2025.
Meanwhile, Finance Minister Purbaya Yudhi Sadewa said the government is taking steps to stimulate the real sector by injecting Rp200 trillion of state funds into banks to improve liquidity. He believes the measure could lift growth to around 5.5 percent in the final quarter of the year.
“I told investors that this liquidity injection alone should be enough to push growth above 5.5 percent in the fourth quarter, possibly even higher,” Purbaya said after a meeting with state bond investors at the Directorate General of Taxes Office in Jakarta on Monday, October 13, 2025.
