TEMPO.CO, Jakarta - Indonesian Coordinating Minister for Food Zulkifli Hasan announced the addition of three agglomeration-based locations for the development of Waste-to-Energy facilities (PSEL).
"With the designation of these three agglomerations, there are an additional ten new regencies/cities included in the proposed development of PSEL," Zulkifli stated in a written statement on Wednesday, December 17, 2025.
The decision to add these locations was the result of a limited coordination meeting at the Coordinating Ministry for Food on Wednesday, December 17, 2025. Led by Zulkifli Hasan, the meeting was attended by the Minister of Environment and Forestry, Hanif Faisol Nurofi; the Deputy Minister of Energy and Mineral Resources, Yuliot Tanjung; and the Danantara Chief Investment Officer, Pandu Sjahrir.
The meeting decided to add three agglomeration-based locations to the seven previously designated Waste-to-Energy facilities. This brings the total number of locations for the construction of PSEL facilities to ten.
The three additional locations include the Surabaya Raya agglomeration, comprising Gresik Regency, Sidoarjo Regency, and Lamongan Regency.
Furthermore, there is the Lampung Raya agglomeration, including Bandar Lampung City, South Lampung Regency, and East Lampung Regency. The final agglomeration is the Serang Raya, which includes Serang City, Cilegon City, and Serang Regency.
Zulkifli stated that designating areas based on agglomerations was done to enhance waste management efficiency across regions and ensure the project's long-term sustainability.
The meeting also discussed several regions that were unable to participate in the PSEL program due to technical and non-technical constraints. These areas are Malang Raya and Mojokerto Raya. Zulkifli assured that the government will evaluate the obstacles for the next development phase.
Zulkifli hopes that the program, which follows up on Presidential Regulation Number 109 of 2025, will not only address waste issues but also create jobs, strengthen the regional economy, and support the transition to clean, sustainable new energy.
