TEMPO.CO, Jakarta - The Indonesian delegation is confirmed to attend seven key talks at the 30th Conference of the Parties, or COP30, in Belem, Brazil. Minister of Environment, Hanif Faisol Nurofiq, said Indonesia is sending a delegation to the climate change conference to achieve national emission targets.

"Indonesian delegation at COP30 must ensure the accommodation of Indonesian interests during the negotiation process in Belem," Hanif said at The Ritz-Carlton Hotel, Jakarta, on Tuesday, October 29, 2025.

The Indonesian delegation, comprising 450 people, will discuss challenges and achievements by nations in finding solutions to the climate crisis. Set to be held on November 10-21, 2025, COP30 will feature various meeting agendas between governments, corporations, and non-governmental organizations (NGOs).

The Indonesian delegation is set to attend at least seven key agendas at COP30. What are they?

1. Global Stocktake (GST)

This agenda reviews concrete steps towards climate improvement targets. It aims to provide recommendations for countries to enhance climate action ambitions through Nationally Determined Contributions (NDC).

GST was first held at COP28 in Dubai, United Arab Emirates, in 2023. GST is regulated within the Paris Agreement established during COP21 in 2015. The forum evaluates the extent to which the world is achieving global climate targets, including the limitation of temperature hike below 2 degrees Celsius.

2. United Arab Emirates Just Transition Work Programme (UAE JTWP)

This agenda focuses on discussing the just transition work program from fossil fuels to clean energy. Considerations include social, economic, and employment aspects, particularly in developing countries.

3. Technology Implementation Programme (TIP)

This relatively new agenda was introduced during COP28 in the United Arab Emirates, arising from extensive discussions on technology collaboration and implementation support. The agenda also covers adaptation and mitigation aspects, as well as a just transition.

4. Global Goal on Adaptation (GGA)

This agenda, regulated within the Paris Agreement, aims to strengthen adaptation, enhance resilience, and reduce vulnerability to climate change. This year, GGA will contain discussions on global indicators for measuring adaptation action objectives. There will be discussions on mitigation for each factor addressed.

5. National Adaptation Plan (NAPs)

The Indonesian government has prepared a national adaptation document as mandated for parties to the Paris Agreement. Participants in the agenda are also requested to prepare for the implementation steps resulting from NAPs.

6. Sharm El-Sheikh Mitigation Work Programme (MWP)

This initiative emerged at the COP27 in Egypt in 2022, focusing on growing ambitions and implementing climate mitigation. Its function is to ensure that the intended targets will be achieved, with a focus on accelerating the reduction of greenhouse gas emissions.

7. Guidance to the Fund for Responding to Loss and Damage (FRLD)

This agenda discusses guidance for the fund to respond to the losses and damages experienced by developing and vulnerable countries. Its function is to ensure that operations run smoothly, effectively, and help address the impacts of climate change.
