TEMPO.CO, Jakarta - Indonesia's Corruption Eradication Commission (KPK) through the Directorate of Coordination and Supervision (Korsup) II Region has directly monitored the implementation of the National Strategic Project (PSN) for the construction of the National Capital Integrated Coastal Development (NCICD) Phase A in North Jakarta. The coastal embankment project worth Rp278.8 billion is an important part of protecting the capital city's coast from tidal floods.
The Head of the Korsup II Region Task Force, Dwi Aprillia Linda Astuti, emphasized that the project is a strategic priority for the Jakarta Provincial Government and the Ministry of Public Works to strengthen the coastal area.
"The KPK is present to ensure that national strategic projects like this are carried out according to good governance principles in order to minimize the potential for corruption," said Dwi in a written statement, quoted on Sunday, November 2, 2025.
She stated that the monitoring is focused from the planning stage, procurement of goods and services, construction implementation to handover through a more detailed role of inspectorate supervision.
The construction of the coastal embankment project covers two points, namely Ancol with a length of 1.2 km and Muara Angke with a length of 1.4 km, with a target completion date of March 2026. The KPK's assistance is part of the thematic korsup program to ensure that public budget oversight and procurement of goods/services are carried out efficiently, transparently, and free from potential leakages.
According to Dwi, North Jakarta faces two main threats underlying the urgency of the NCICD project, namely land subsidence of up to 10 cm per year at several points, and a sea level rise of about 6 mm per year due to climate change. Therefore, the important project's development is supervised to provide certainty and benefits to the community," said Linda.
The KPK also emphasizes the importance of compliance with the contract, the application of standard operating procedures at each stage, and the implementation of the Occupational Health and Safety Management System (SMK3) to ensure the project runs effectively. They hope that this project will not only achieve physical milestones but that the budget spent will effectively provide real benefits to the community through improved environmental quality and public services. Monitoring will continue until all locations are completed with a planned target in 2030.
Meanwhile, the Head of Rob Control and Coastal Development Division of the Jakarta Water Resources Agency (DSDA) Ciko Tricanescoro, explained that the implementation of NCICD Phase A is based on the 2025 Agreement Note between the Jakarta Provincial Government and the Ministry of Public Works and Public Housing regarding the synergy of coastal development in Teluk Jakarta.
The construction of the NCICD Phase A coastal embankment is divided into 11 clusters with a total length of 44 km. Out of this total, 15.7 km is under the authority of the Ministry of Public Works and 28.3 km under the authority of the Jakarta Provincial Government.
As of September 2025, the embankment along 10.7 km has been completed by the Jakarta Provincial Government, leaving 17.6 km still in progress. The work in Muara Angke is targeted to be completed by March 2026, delayed from the initial plan of December 2025 due to tidal factors and the presence of residential buildings in the project area.
She mentioned that only 5 to 6 effective working hours can be implemented in one day. In addition to these obstacles, there are still residential buildings located in the mitigation embankment trace that have not been demolished.
