TEMPO.CO, Jakarta - Without mincing words, President Vladimir Putin offered his country’s expertise in nuclear technology to President Prabowo Subianto. Speaking to Prabowo, who visited Moscow after a stop in Islamabad, Pakistan, the President of the Russian Federation said he knew Indonesia harbored ambitions to build nuclear power plants (PLTN).
“We have very good prospects in the energy sphere, including nuclear power generation. I know such plans are in your country and if you consider possible to engage our specialists, we are always at your disposal,” Putin said in his welcoming remarks at the Kremlin in Moscow, as quoted by Russia’s TASS news agency on Wednesday, December 10, 2025.
Putin’s offer marked the peak of Russia’s increasingly aggressive nuclear reactor lobbying toward Indonesia over the past two years. Earlier, in mid-June 2025, Foreign Minister Sergey Lavrov told his Indonesian counterpart, Sugiono, that Russia’s state-owned energy company, Rosatom, stood ready to participate in building nuclear power plants in Indonesia.
Two months later, First Deputy Prime Minister Denis Manturov made a similar statement during a visit to Jakarta. He said Russia offered two types of nuclear power plants, namely large-scale facilities and small modular reactors (SMRs). “There is mutual interest in cooperation in the field of nuclear energy, taking into account Indonesia’s plans to expand this sector,” he said at the time.
