Bali's Cattle Export Quota Runs Out Quickly Ahead of Eid al-Adha

TEMPO.CO, Jakarta Indonesia's Bali Provincial Government has determined that 53,500 cattle can be exported from the Island of the Gods based on a population analysis. The government set an initial quota of 50,000 cattle, with another 3,500 cattle set aside as reserves until December 2025.

The Bali government issued an additional quota of 3,500 head on April 29, 2026. After that, the government added a quota of 3,000 head, and is currently proposing a new additional quota of 3,000 head. Moreover, the month of May marks the celebration of Eid al-Adha, when Muslims usually sacrifice cows or goats.

Head of the Bali Province Agriculture and Food Security Office, Wayan Sunada, explained that the government set the quota for the export of Bali cattle based on calculations of the population of male and female cows, birth rates, and livestock mortality. "The quota for the export of Bali cows is determined by the Bali Governor based on population analysis in order to maintain the balance of livestock," said Sunada in Denpasar on Saturday, May 16, 2026.

Data on the population of Bali cows shows fluctuating trends over the past five years. In 2021, the population of Bali cows was recorded at 558,463 head. However, this number significantly decreased in 2022 to 380,559 head, a reduction of around 177,904 head.

The population of Bali cows then increased in 2023 to 391,455 head and rose again to 396,717 head in 2024. However, the population decreased again in 2025 to 392,160 head.

According to the Bali Province Agriculture and Food Security Office, the government controls the quota for the export of cows to maintain the sustainability of the Bali cow population and to protect local breeders and the need for local livestock seeds. The Agriculture Office provided this explanation in response to information about the rapid depletion of additional export quotas for Bali cows, which led to complaints from cow owners who had not obtained shipping permits.

Sunada stated that the entire application process is carried out through the national app: lalulintas.isikhnas.pertanian.go.id according to livestock traffic regulations. He explained that the additional quota quickly ran out because applicants who had previously completed the requirements directly uploaded documents after the government announced the quota increase.

"As soon as there was a quota increase, applicants who were ready immediately uploaded the required documents. The system will verify based on the order of incoming applications," said Sunada. Therefore, applicants who are late in uploading documents may potentially not obtain a quota because the available capacity is filled first.
