TEMPO.CO, Jakarta - Indonesia, through the Ministry of Health and the Food and Drug Authority (BPOM), has launched the nutri-level labeling system for sweetened drinks to assist the public in identifying the nutritional content of the foods they consume on a daily basis.
Health Minister Budi Gunadi Sadikin said the government hopes Indonesians could control their sugar consumption independently, thereby avoiding the risk of diabetes, hypertension, and various other diseases.
"Hopefully the public can discern what must be consumed less," during the program launching in Jakarta, on Tuesday, April 14, 2026.
Nutri-Level is a food or beverage classification system based on sugar, salt, and fat content. In its initial stage, the nutri-level labeling is imposed only on beverage products.
Budi explained that the government divides the sugar content levels of beverage products into four levels marked with specific colors and letters. These include level A (dark green) for very healthy beverages with less than 1 gram of sugar or no additional sweeteners.
Then, level B (light green) for the healthy category with a sugar content of 1-5 grams, level C (yellow) for the less healthy category with a sugar content of 5-10 grams, and level D (red) for the unhealthy category with more than 10 grams of sugar.
Budi said that this labeling applies to packaged and ready-to-eat beverages. For packaged beverages, the implementation of sugar content labeling will be more closely regulated by BPOM as the party responsible for processed products. Meanwhile, for ready-to-eat foods, it will be directly monitored by the Ministry of Health.
The nutri-level labeling will be implemented in phases to give businesses an adjustment period for 1-2 years. The policy will first be implemented in large-scale industries before expanding to smaller businesses. "MSMEs (micro, small, and medium enterprises) are exempt for the time being," Budi said.
For ready-to-eat beverage products, it is regulated under Minister of Health Decree Number HK.01.07/MENKES/301/2026 on nutrition labels for ready-to-eat food products signed on April 14, 2026.
Meanwhile, the regulation regarding sugar content labeling for packaged drinks is still being harmonized with the Ministry of Law. BPOM head Taruna Ikrar said the regulation will enter into force once the administrative process is completed.
