A Military Operation in Panglima Polim

TEMPO.CO, Jakarta - From a two-story house on Jalan Panglima Polim III No. 11, Kebayoran Baru, South Jakarta, the operation behind the acid attack on Commission for Missing Persons and Victims of Violence (KontraS) activist Andrie Yunus began. Muhammad Akbar Kudus, a corporal who hurled a glass of acid solution at Andrie, and 1st Lt. Budi Heriyanto Widi Cahyono cut through Jakarta’s congested streets on a motor scooter from the white-painted residence on Thursday afternoon, March 12, 2026. Akbar and Budi were personnel of the Strategic Intelligence Agency (Bais) of the Indonesian Military (TNI).

Their faces were captured by CCTV cameras and electronic traffic ticketing (ETLE) cameras along a stretch of Jalan Sudirman in South Jakarta before they arrived in the Menteng area of Central Jakarta. Police investigators on Andrie’s case identified Akbar and Budi as soldiers after pulling footage from surveillance cameras linked to population data containing identity card information and military registration numbers.

After arriving in Menteng, where Andrie carried out most of his activities that day, Akbar and Budi met with their group. They tailed Andrie throughout the day before dousing acid on him at the intersection of Jalan Salemba I, Central Jakarta, at 11:37pm that day.

Muhamad Isnur, Chair of the Indonesian Legal Aid Foundation (YLBHI), who has been advocating for Andrie’s case, collected and analyzed surveillance footage from locations Andrie visited before the attack, including the KontraS office in Senen, the Center of Economic and Law Studies (CELIOS) office on Jalan Banyumas, and a gas station in Cikini, Central Jakarta.

Isnur observed that more than four people were involved as field operatives in the acid attack. “There were at least 13 field actors, including those who have been assigned to buy the acid, conduct surveillance, and secure the execution point,” Isnur said in Palmerah, South Jakarta, on Thursday, March 26, 2026.
