TEMPO.CO, Jakarta - Forty packs of frozen food belonging to Faza Shamlan ended up in the trash. On Saturday morning, June 20, 2026, the frozen food entrepreneur in Surabaya, East Java, was forced to throw away products that had been scheduled for delivery to several customers. A three-hour power outage, from 9:30am to 12:30pm the previous day left his freezer inoperable and ruined the goods. “I had to throw everything away,” he said on Thursday, June 25.

After calculating the damage, Faza estimated his losses at Rp2 million (around US$112). The figure included the retail value of the frozen food he discarded and the cost of replenishing his inventory with new products. He was frustrated. “At a time when everyone is tightening their belts and it’s already hard to find customers, I end up taking a loss,” he said.

Not far from Faza’s home, his relative, who runs a bakery, suffered a similar fate. Dough baking in an electric oven was ruined instantly. The bakery, too, was crippled by the power outage.

Cases like these have drawn the attention of the Surabaya Chamber of Commerce and Industry (Kadin). Chairperson Ali Affandi La Nyalla Mahmud Mattalitti said the outages affected businesses ranging from restaurants, retailers, small manufacturers, printing shops, laundries, and auto repair shops to digital enterprises. “A power outage of just two to four hours means lost revenue, disrupted production, spoiled raw materials, and canceled customer orders,” said Ali, who is better known as Andi. The Surabaya Kadin has opened a complaint center for affected businesses to serve as the basis for policy recommendations.
