
TEMPO.CO, Jakarta - First discussed in 2023, Presidential Regulation No. 111/2025 on the 2025-2029 General State Defense Policy only came under public scrutiny in recent days. It was an appendix to the regulation that stirred controversy. In its threat assessment section, President Prabowo Subianto classified the spread of lesbian, gay, bisexual, transgender, and queer (LGBTQ) culture as a nonmilitary threat.
Chief of the Defense Information Bureau at the Defense Ministry, Brig. Gen. Rico Ricardo Sirait, said the presidential regulation was derived from Law No. 3/2002 on State Defense. He said the regulation was drafted internally by officials at the Defense Ministry.
Even so, Rico said the ministry involved other institutions, including the Indonesian Military (TNI), the National Defense Council, and the Home Affairs Ministry. "We held discussions until we reached agreement on the substance," he told Tempo on Friday, July 10, 2026.
According to Rico, LGBTQ issues were included in the regulation because the government believes the LGBTQ phenomenon is incompatible with Indonesia's state ideology Pancasila. The government is also concerned that LGBTQ culture could influence younger generations. "It has the potential to weaken cultural resilience and social cohesion," he said.
